Independent evidence within the GC partnership architecture.

The Greater Community is supported by ResponCiv (Pty) Ltd as an independent public-administration support and service-delivery intelligence partner.

ResponCiv provides the evidence layer through which observable service-delivery conditions, institutional responses, cross-sphere dependencies and subsequent changes may be maintained on record.

ResponCiv does not determine Greater Community priorities, direct implementation, exercise governmental authority or make determinations regarding municipal performance. Its role is limited to maintaining an independent, read-only evidence and intelligence layer that can support structured stakeholder engagement and authorised public-benefit implementation.

GC may rely on ResponCiv evidence, but GC does not control the evidence.

ResponCiv may record GC-related implementation, but ResponCiv does not direct the implementation.

Privacy and data governance

Controls on the evidence layer.

  • Reporter contact details are not shared with GC or government.
  • Personal information is purged according to the applicable schedule.
  • Faces and number plates in submitted imagery are automatically masked.
  • Access is controlled according to role and lawful purpose.
  • The evidence layer is read-only for institutional users.
  • GC cannot alter ResponCiv evidence.
  • Conflicts of interest must be declared where evidence relates to a GC-supported initiative.
