A precinct partnership and implementation methodology.

Platform and methodology

GC is the platform. The GCM is the methodology through which the platform operates.

Each stage below is deliberately sequential: nothing is presented as an implementable proposition until participation, evidence, cost and institutional responsibility have been established.

  1. Establish a defined geographic area connected by shared infrastructure, environmental systems, economic activity, service requirements or practical implementation needs. A precinct does not have to follow a ward boundary.

Governance structure

Four structures, clearly bounded.

Precinct Partnership Forum

The broad stakeholder participation platform.

Precinct Steering Group

A representative partnership coordination structure. It is not a local council.

Project Working Groups

Temporary structures established for defined initiatives.

Implementation Secretariat

The professional capability responsible for project preparation, stakeholder administration, costing, coordination, reporting and project close-out.
None of these structures exercises statutory authority, approves public projects or directs public officials. They organise participation and prepare work for consideration by the responsible authority.
